Transition Process
Mr. Villalobo’s transition process is designed to move quickly and transparently from leadership change to measurable action. Rather than waiting until the first official day to begin, the work starts immediately through careful planning, public engagement, and a disciplined focus on results. Each phase builds toward a stronger culture of accountability, continuous improvement, and public trust.
Day 1: Launch of the 100 Day Plan of Action
On Day 1, the superintendent will formally launch the 100-Day Plan of Action with a clear public commitment to transparency, urgency, and measurable results. The plan will introduce the district’s initial priorities and establish a public framework for tracking progress throughout the first 100 days.
Each priority will be connected to specific milestones, responsible leadership, expected timelines, and supporting evidence. This approach will allow employees, families, students, and community members to follow the work from the beginning and understand how progress will be measured.
Public Listening Tour
Strong leadership begins with listening. During the first phase of the transition, the superintendent will conduct a Public Listening Tour across all nine School Board voting districts.
These community conversations will provide students, families, employees, civic leaders, business partners, and residents with an opportunity to share their concerns, priorities, and ideas directly with the superintendent. The feedback gathered during the tour will help identify urgent challenges, highlight opportunities, and ensure that the district’s priorities reflect the needs of Miami-Dade’s diverse communities.
First 100-Day Priorities
The superintendent will identify and publicly outline the most important priorities to be addressed during the first 100 days. These priorities will reflect both the immediate needs of the school system and the concerns raised through community engagement, district data, and operational review.
Each priority will be specific, measurable, and assigned to an accountable district leader. Progress will be reported publicly so that the community can clearly see what actions are being taken, what results are expected, and whether the district is meeting its commitments.
Transition Team
Successful implementation requires the right people in the right roles. The superintendent will introduce a transition leadership team responsible for executing the priorities established in the 100-Day Plan of Action.
The team may include the realignment of existing district personnel, the assignment of new responsibilities, and, where necessary, the recruitment of new leaders with the expertise required to advance the work. Each member of the transition team will have clearly defined responsibilities and will be held accountable for delivering measurable results.
50 Day Milestone Report
At the midpoint of the 100-Day Plan, the superintendent will publish a 50-Day Milestone Report to provide the public with a clear assessment of progress.
The report will identify which commitments have been completed, which are currently underway, and which may require additional attention or corrective action. It will also explain what remains to be accomplished during the final 50 days. This midpoint review will promote transparency, allow for timely adjustments, and ensure that decisions continue to be guided by evidence rather than assumptions.
100 Day Plan of Action Accountability Report
The first 100 days will conclude with the publication of a comprehensive 100-Day Accountability Report. This data-driven report will evaluate the district’s performance against each priority, milestone, and public commitment established at the beginning of the process.
For every completed commitment, the report will explain what was accomplished, how it was achieved, and what evidence supports the result. It will also identify commitments that remain incomplete, explain the barriers that affected progress, and outline the next steps required to continue the work.
The report will serve as both a public record of the superintendent’s first 100 days and a foundation for the district’s longer-term strategic accountability efforts.
